Rule 5

  • Compliance with Indiana law requires erosion control practices to be implemented on construction projects disturbing at least one (1) acre of land. The law, referred to as “Rule 5” (327 IAC 15-5-5),  was developed by the Indiana Department of Environmental Management (IDEM) to comply with federal Environmental Protection Agency (EPA) regulations.
  • The Wayne County SWCD is tasked with the oversight and review of all Rule 5 Plans in Wayne County, with the exception being projects within the City of Richmond’s MS4  jurisdiction. Please refer submittals within the City of Richmond to the Engineering Director, Greg Stiens, (765) 983-7394.
